Alvin Cheung, Executive Vice President of Strategic Planning

Alvin Cheung was appointed Executive Vice President of Strategic Planning in January of 2018. In this role, Alvin is responsible for providing executive leadership and direction for State Fund’s overall financial strategies and planning, while supporting finance operations.

Alvin joined State Fund as a consultant in 2013, to lead the Financial Planning and Analysis (FP&A) department and to implement numerous finance initiatives. He established and developed the FP&A department, and was responsible for all aspects from recruiting, retaining, and developing talent to implementing finance best practices and tools. He worked closely with the Executive Committee on strategic and financial planning as well as strategic updates for the Board of Directors.

Alvin has more than 20 years of finance experience in the insurance industry with expertise in strategy, planning, business analysis, and process improvement. Prior to joining State Fund, he served as Director of Financial Planning and Performance Management for the CSAA Insurance Group in Walnut Creek, where he was responsible for leading the enterprise planning process, financial management reporting, competitive benchmarking, and cost accounting systems.

Alvin began his insurance career with the CSAA Insurance Group in 1996, and served in a variety of finance positions throughout his 17 years of service.

Alvin earned his Bachelor of Arts degree in Economics from University of California, Berkeley and an MBA from San Francisco State University.
