State Fund offers workers’ compensation insurance to employers who qualify for special coverage under the United States Longshore and Harbor Workers' Compensation Act. Our USL&H program provides benefits to workers sustaining injuries or industrial illnesses while engaged in maritime activities on or near the navigable waterways of the U.S.
State Fund’s USL&H program has been protecting maritime and harbor workers since 1976, when Congress greatly expanded benefits and jurisdiction under this system. At that time, most carriers were hesitant to write USL&H insurance, creating an availability crisis for California employers. State Fund stepped in with our USL&H program. Today, employers can obtain USL&H coverage through a State Fund-certified broker or from one of State Fund's full-service office locations.
