Established in 1914 by the state legislature, State Fund is California's most reliable provider of workers' compensation insurance and a vital asset to California businesses. State Fund supports California's entrepreneurial spirit and plays a stabilizing role in the economy by providing fairly priced workers' compensation insurance, helping California employers keep their workplaces safe, and restoring injured workers.



Richard J. Guggenhime

Richard J. Guggenhime was appointed by Governor Gavin Newsom to State Fund’s Board of Directors in March 2020.

Guggenhime has been senior counsel at Perkins Coie since 2016. He is president of the Stanley S. Langendor Foundation, and has an extensive background in public service in San Francisco’s leading civic organizations. He has served on the city’s Parking Authority, Board of Permit Appeals, Fire Commission, Recreation and Parks Commission, and the City and County of San Francisco Airport Commission.

He was senior counsel at Schiff Hardin from 2008 to 2016, and a partner at Heller Ehrman from 1970 to 2006. Guggenhime is a member of the American Bar Association, the California State Bar Association, the Bar Association of San Francisco, and the American College of Trust and Estate Counsel.

He earned a Bachelor’s degree from Stanford, and a Juris Doctor degree from Harvard Law School.
