Changes to Experience Rating (X-Mod) Calculations in 2019

The California Insurance Commissioner recently adopted a new method for calculating the experience modification rating (“X-Mod”) for workers’ compensation insurance. This new formula took effect January 1, 2019, and now excludes the first $250 of every claim.

This new calculation method is designed to remove the disincentive for employers to report minor workplace injuries, including those that require medical-only or first-aid treatment, and also improve the timeliness of claims reporting.

Timely reporting of workplace injuries, even minor ones, can reduce the overall cost of a claim, help injured workers return to the job faster, and possibly impact premium amounts.

The WCIRB has created this guide to reflect the changes and help explain the new formula in greater detail.
